Power and the pendulum effect

Democrats are not obsessed with Schiavo, but with stopping what Republicans are trying to do with the country.

I have been thinking deeply (for me anyway) about this lately, namely do the Dems and especially their supporters have any real force/effect/clout on what will happen to the balance of power in this country, or will that balance depend on something else!  Some folks talk about the pendulum effect on political moods/ideas, and that if you wait long enough, the pendulum will almost always go the other way.  Why would that be? If the most utopian political culture took over, would that pendulum effect still drive their ideas out of power, and again if so, why?

Tiny School Gets No-Bid Work From Homeland Security:
Agency deems Mercyhurst College the sole source to provide training for
intelligence analysts

WASHINGTON, March 16, 2005 - A tiny college located in the hometown of
ex-Homeland Security Secretary Tom Ridge is negotiating a no-bid
contract to train intelligence analysts for the sprawling agency. In
doing so, the agency is short-circuiting a selection process that would
normally include a host of bigger and better known institutions already
working in that field such as George Washington University and
Georgetown University.

Late last month, the Department of Homeland Security filed notice it was
entering into negotiations on a sole source basis with Mercyhurst
College in Erie, Pa., to develop and run an intelligence analyst
certificate program for the department. Mercyhurst is a liberal arts,
private, Catholic school located on the eastern shore of Lake Erie. The
school has an enrollment of about 3,100.

Santorum on SS, know the tactic and ? real solutions

Senator Rick Santorum is going around PA to many sites, but especially to college campuses, to show the need for social security reform.  His first such talk yesterday at Duquesne University was on local cable TV.  I think it is critical for supporters of the current SS concept to understand clearly what the Repubs are trying to do and have simple to understand, realistic, and appealing solutions to their tactics.

A complete and well done (polished) presentation of the Repub position can be found at the following Repub SS site.  As for Santorums talk, I will refer to the title of slides in my discussion below, and these slides can be found at the following Santorum website.  I can only refer to the specific slide because these are PDF files, and I don't know if I could insert them directly in a blog diary?
